Moorhead Area Public Schools produces a yearly Annual Report to show and measure goals. The Annual Report is an initiative passed by the Minnesota Legislature in 2013 called World's Best Workforce. This bill was passed to ensure every school district in the state is making strides to increase student performance. The School Board must establish goals and align strategic plans and budgets to achieve world-class student achievement by 2027.

Moorhead Area Public Schools has a long history and tradition of planning in a strategic fashion. The impacts of effective planning are seen in the quality found across the district. However, this quality is dependent upon continuous improvement. The context within which we deliver quality education is dynamic. Thus the district regularly evaluates where we are, where we have been and where we would like to be. Every five years, this strategic planning process which includes staff and community surveys, listening sessions and a six month strategic planning committee, provides the required focus to continue the effort toward quality into the future.
